• Request authorization to implement on or around 19 September 2000

• AS LONG AS:

  • Communications ‘choke point’ has been cleared (NCO)
  • Warm and cool season periods have been completed and statistics are positive (EMC)

• NCEP is fully committed to meeting both conditions
